新農(nóng)村背景下小城鎮(zhèn)規(guī)劃設(shè)計初探
摘要：隨著經(jīng)濟的發(fā)展，小城鎮(zhèn)迅速崛起，其發(fā)展在推動我國城市化進程中起到了重要的作用，尤其是在新農(nóng)村背景下，小城鎮(zhèn)的設(shè)計規(guī)劃工作呈現(xiàn)出必要性和緊迫性，但是目前，小城鎮(zhèn)在規(guī)劃設(shè)計中還存在一些問題，不能適應(yīng)新農(nóng)村的發(fā)展，本文就從這些問題入手，論述小城鎮(zhèn)規(guī)劃設(shè)計的原則、意義以及在新農(nóng)村背景下的發(fā)展方向。

Abstract: With the development of economy, the rapid rise of the small cities and towns to drive our country city to change process plays a very important role, especially in the background of new rural, small town planning work presents the necessity and urgency, but at present, small towns in the planning and design problems, it can not adapt to the new rural development, this article from the start with these questions, this small town planning and design principles, significance as well as in the background of new rural development direction.

落實科學發(fā)展觀，統(tǒng)籌城鄉(xiāng)發(fā)展，走中國特色城鎮(zhèn)化道路，是現(xiàn)階段我國新農(nóng)村背景下城鎮(zhèn)規(guī)劃的總體方向。城鎮(zhèn)的規(guī)劃需要有科學的規(guī)劃原則和合理的規(guī)劃方案，保證總體規(guī)劃的順利實施，促進小城鎮(zhèn)的可持續(xù)發(fā)展。
一 小城鎮(zhèn)規(guī)劃設(shè)計中的原則
建設(shè)“生產(chǎn)發(fā)展、生活寬裕、鄉(xiāng)風文明、村容整潔、管理民主”的新農(nóng)村，是時代發(fā)展的需求，在這個大背景下，小城鎮(zhèn)的規(guī)劃設(shè)計也需要堅持一定的原則以適應(yīng)新農(nóng)村的發(fā)展需求。
（一）以人為本的規(guī)劃理念
在小城鎮(zhèn)規(guī)劃設(shè)計中，以人為本是首要的原則，因此說在進行規(guī)劃設(shè)計時，要把握住這個總體目標不放松，切實考慮城鎮(zhèn)居民的所需所求，針對老城區(qū)中凸顯的弊病，以可持續(xù)發(fā)展的眼光進行小城鎮(zhèn)的人性化總體規(guī)劃設(shè)計。
